The post involved the writing of specifications, inviting and analysing tenders, supervision of contracts and authorisation of payment.</div> <bR> <div> 1978 to 1991: Promoted to the post of Electrical Design Engineer being responsible projects from feasibility stage to final account. The post required the design and production of project drawings and specifications, together with site supervision and the authorisation of all contract payments. Projects comprised  internal and external lighting installations, power systems, control systems, radio and TV installations, lightning protection systems, fire alarm and emergency lighting systems, security systems, public address and stage lighting installations, lift installations, communication and data systems, impaired hearing loop installations and telephone systems.</div> <bR> <div> Typically, projects designed were for  primary, secondary and special schools, homes for the elderly, police buildings (including Gatwick Airport weapon training range and major incident room), magistrates courts and county council offices. In later years, the greater part of drawing was carried by computer aided design with the AutoCAD software package.</div> <bR> <div> Probably most innovative project East Sussex County Council designed and constructed during the period 1974 to 1991,  was a school at Robertsbridge, near Hastings, where the brief was to design a totally energy efficient primary school whilst maintaining a modern school environment. As the project engineer, the electrical services were designed to comprise  a high frequency tubular lighting system that operated automatically by means of external illumination and internal movement control, or on a semi_automatic basis giving the teaching staff some local control of their classroom environment. The scheme also incorporated automatic ventilation controlled by internal temperature and humidity sensors which could be overridden by externally sited rain sensors. Heating was provided by a fan assisted storage heating installation controlled by local thermostats with a charge set_back from an external temperature charge regulated system. External perimeter and site lighting was also time controlled, in conjunction with a photocell override.</div> <bR> <div> Having been entered for the Electricity Council Beta Award, the scheme won the 1991 Seeboard entry for schemes under 1000 m2 and subsequently won the same category in the national awards.</div> <bR> <div> 1981 to date: initially, as a part time occupation, the development of electrical engineering computer software for building services engineers commenced, following the study of the subject at the University of Brighton in 1976. The software, as part of a continuous development, is written to enable Electrical Engineers engaged in the design of building services to undertake all calculations and other tasks by computer.</div> <bR> <div> In 1985, Grover Associates Software Ltd. was formed with Mr. A.T. Grover, I Eng. FIIE, to further develop and market the software which, to date, has been sold to Local Authorities, large national companies, Electrical Consultants and Electrical Contractors. East Sussex County Council, have designed all major projects since 1985 using the software and local consultants and contractors have also been using the software since that time. In 1988, Barnes Computing of Manchester were appointed and midlands and northern distributors and have been successful in extending the range of customers throughout the UK.</div> <bR> <div> In late 1994, Mr. Grover resigned his position of director. The company now trades under the name of <A HREF="http://www.blra.net/blrt/index.html" TARGET="_top" TITLE="http://www.blra.net/blrt/index.html"><U>BLR Technology Ltd.</U></A> </div> <bR> <div> 1991 to date left East Sussex County Council to form BLR Associates and based the practice in Worthing. In 1995, the practice moved our main office to Haywards Heath and in 2001 we relocated to Hassocks, West Sussex and subsequently in 2005 we moved the main office to Hailsham.  </div> <bR> <bR> </td> </tr></table></body>
